OpenAI Tells EEA Users ChatGPT Ads May Appear: Ads Manager Lists No EEA Market Yet

OpenAI told users in the European Economic Area and Switzerland on Saturday that ads may appear on ChatGPT’s Free and Go plans, per an email whose contents PPC Land published. The notice sets a soft date, “later this month,” and says the privacy policy covering those ads is being updated. Neither has a counterpart on OpenAI’s own pages yet: the help page carries no EEA date, and as of Sunday the live European privacy policy still doesn’t mention advertising. A separate OpenAI page lists nine countries where advertisers can open an Ads Manager account; none is in the EEA, and Switzerland is not listed either.

What the Notice Told Users

The email landed at 08:29 on Saturday, August 15, sent from [email protected] under the subject line “Updates to OpenAI’s Privacy Policy” and signed by the OpenAI Team rather than a named executive, per PPC Land. Its footer carries the registered office of OpenAI Ireland Limited. Ads may appear on Free and Go plans beginning later this month; Plus, Pro, Enterprise, Business and Education accounts get none.

“To begin, ads will not be personalised,” the notice states, per PPC Land: selection runs on the current conversation’s topic plus limited contextual information such as general location and device type, with past chats and memories excluded from that first pass. Later, OpenAI will ask each user to opt in before personalization starts. “Advertisers only receive overall information about how their ads perform, such as total views or clicks,” the notice adds. It repeats: “Ads do not influence the answers ChatGPT gives you.”

What OpenAI’s Own Help Pages Say

OpenAI’s primary Ads in ChatGPT help page carries the sentence that names the region: “Personalized ads are not initially available in the European Economic Area (EEA) or Switzerland.” Ad Controls, the settings that include turning ad personalization off, work “only” in regions where ads are available or coming soon. Contextual selection draws on “the context and intent of your current conversation, the ad’s landing page, title, copy, advertiser-provided context hints and targeting selections,” and “advertisers do not have access to your chats, chat history, memories, or personal details.” A Free-plan user who wants no ads can switch to an Ads-Free option, with lower usage limits in exchange; the page notes that ads and Ads-Free controls “may only appear in regions where ads are being tested.” The help page names no EEA date, never says “later this month,” and doesn’t mention Ireland.

Will ChatGPT Show Ads to Users in the EEA?

According to the notice OpenAI sent EEA and Switzerland users on August 15, as reported by PPC Land, ads may appear on Free and Go plans beginning later this month; Plus, Pro, Enterprise, Business and Education accounts stay ad-free. At launch, selection is contextual only: OpenAI’s help page says personalized ads are “not initially available” in the EEA or Switzerland, and the notice says users will be asked to opt in before personalization starts.

Nine Ads Manager Markets, None in the EEA

As of August 16, OpenAI’s Ads Manager availability page lists nine countries as available: Australia, Brazil, Canada, Japan, Korea, Mexico, New Zealand, the United Kingdom and the United States. No EEA member state appears, and Switzerland isn’t listed either. The UK has carried ads since June 6, announced then by OpenAI VP of Monetization Benji Shomair, but the UK isn’t in the EEA. The page says only where an advertiser can open an account, not which users it can target. PPC Land, writing on Saturday, put the split this way: “The user-facing rollout and the buy-side rollout are being announced on different clocks, as they were in every prior market,” adding that “the documents released today do not confirm when, or whether, European advertisers will be able to buy this inventory directly.”

A Privacy Policy That Still Doesn’t Mention Ads

The notice says the policy “is being updated to describe how those ads are selected, measured and controlled,” in PPC Land’s paraphrase of the email. OpenAI’s Europe privacy policy names OpenAI Ireland Limited, registered in Dublin, as the controller for EEA and Switzerland residents. PPC Land, the outlet that obtained the notice, checked three policy versions going back to November 2024 and found that none mentions advertising; it adds that the amended European policy “was not published alongside the notification, and its effective date remains unstated.” As of Sunday, the live version still doesn’t mention ads.

What Advertisers Can Measure, For Now

Saturday’s notice is addressed to ChatGPT users, not advertisers, and says nothing about pixels or Advanced Matching, unlike the advertiser-side email that flips Automatic Advanced Matching on for existing pixels on August 17. What the notice confirms on the ad side is the reporting advertisers get: overall information about ad performance, such as total views or clicks. The help page adds that advertisers have no access to chats, chat history, memories or personal details. Whatever an advertiser wants to know about a campaign on its own site has to ride on the landing-page URL it supplies to OpenAI. Building that URL with a UTM builder that keeps utm_source, utm_medium and utm_campaign consistent is measurement an advertiser can set up on its own side, whatever OpenAI reports back.
